Do Extraordinary Types Cry for Explanation?

Are there any states of affairs that call out for explanation? According to one extreme view, all states call for explanation. According to another extreme view, no states call for explanation. This paper is concerned with an intermediate view, according to which some states call for explanation while others do not. The intermediate view must answer a pertinent question: Why do some states call for explanation while others do not? In this paper, I explore a proposal inspired by the work of George Schlesinger. According to this proposal, states call for explanation iff and because they belong to an extraordinary type of state.
